[HDRP] Reflection probes are not baked on successive bakes
1) Open the HD template
2) Select one of the reflection probes
3) Clear lighting
4) Bake lighting
5) The probe should bake
6) Clear lighting
7) Bake again
8) The probe does not rebake, stays black
Expected: whenever you bake lighting in the lighting tab, reflections should rebake too.
Notes:
* 19.3 unity with 7.2.0 hdrp was working fine.
* Even now, you can still force the reflection rebake if you click bake on the Inspector tab, not the Lighting tab.
* If you move the probe, you can bake it from the Lighting tab (see end of the video)
