[HDRP] [PS4] Lanczos upscale produces incorrect results on PS4
Version tested: 2021.2.0a13 + Master (e847d131163d9ed6f68fa942dda7e4eb4f51ddc2)
Steps to reproduce:
1) Create an HDRP template
2) Enable Dynamic Resolution on camera
3) Enable Dynamic Resolution in HDRP asset, make sure Type is set to Hardware and Upscale Filter is set to Lanczos
4) Switch platform to PS4 and build a player
5) Observe black stripes with Lanczos DRS
