[HDRP] Post-processing Quality/Shadow Resolution Tiers Settings are global, not tied to its HDRP asset
Versions tested: 2019.3.0b6, 2020.1.0a8 + HDRP 8.0.0/Staging
Steps to reproduce:
1) Open attached project, "SSR" scene
2) Select any of the HDRP assets (1, 2, 3)
3) Scroll down to Post-processing Quality Settings
4) Edit something (for example DoF sampling)
5) Switch to other HDRP asset and observe that these settings are global (static)
Note: same behaviour for shadow resolution settings
Expected behaviour: settings should be unique for each HDRP assets
