HDRP Physically Based Sky has an artifact when Directional Light is at horizon
Reproduction steps:
1. Open the project "1378089.zip"
2. Open the Game tab
Expected result: the Sun has no artifact
Actual result: the Sun has an artifact
Reproducible with: 7.7.1 (2019.4.32f1), 10.7.0 (2020.3.23f1), 11.0.0 (2021.1.28f1), 12.1.1 (2021.2.3f1), 13.1.0 (2022.1.0a15), 14.0.2 (2022.2.0a10), 15.0.0 (2023.1.0a4)
Notes:
- The artifact is affected by the Camera's height and the Sun's Angular Diameter, Sun's X Rotation
- Reproducible on both Windows and macOS
