[HDRP] PBR Sky underexposed and not adjusted correctly to directional light
Steps to reproduce:
1. Open attached project
2. Change Directional Light Lux value from 10000 to 100000
3. Observe that PBR sky does not adjust correctly to directional light
Expected result: PBR sky should be the right exposure and adjust to directional light accordingly
