[HDRP] PBR Sky active causes automatic exposure to flicker
Steps to reproduce:
1. Open attached project
2. Open SampleScene.unity
3. Navigate around the scene view
4. Observe that the view is flickering
Expected result: PBR Sky should not cause automatic exposure to flicker
Reproduced in: 2019.3.0a12
Not reproduced in: 2019.3.0a11
Packages reproduced in: 7.1.1, 7.0.1
No repro in: 7.0.0
