[HDRP] Objects with Overlapping UVs cause view to Flicker when moving the View and when Screen Space Reflections are on
How to reproduce:
1. Open the attached "Flickering Repro" Project and open the "AfterGlow_Part_03" Scene
2. In the Scene View Hold the Right Mouse button and move around using WASD controls
3. Observe the objects in the Scene view
Expected result: There's no flickering while moving
Actual result: Heavy flickering while moving the view both in the Editor and the Build
Reproduced in: 2018.1.0f1, 2018.1.0b13, 2018.1.0a1
Couldn't test in: 2018.2.0a8, 2018.2.0a1
Note: The flickering also "bleeds" onto other objects if they are in the same view as the overlapping UV objects.
