[HDRP] No texture data available to upload IES
On IES import we get an error for each IES profile in the project.
Repro:
1) Create or open any HDRP project, can be blank scene
2) Add the ies profile to your project
2) Close the project
3) Delete the IES.meta
4) Open the project
Error will pop up. For more info see the video
Issue also reproduces on 2019.4 LTS version.
