[HDRP] Motion Blur and TAA cause excessive blurriness when using Lens Flare and having Decals disabled
How to reproduce:
1. Open the user's attached "BlurryMovecRepro" project
2. Enter the Play Mode in the "OutdoorsScene" Scene
3. Observe the Game view
Expected result: The rendered GameObjects are clear
Actual result: The rendered GameObjects are excessively blurred
Reproducible with: 12.0.0 (2021.2.0b15), 12.1.4 (2021.2.12f1), 13.1.5 (2022.1.0b7), 14.0.0 (2022.2.0a4)
Not reproducible with: 12.0.0 (2021.2.0b14)
Couldn't test with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.29f1) (downgrading causes errors)

So, it looks like this will not be fixed in the "STABLE" Unity version?
