[HDRP] Local Volumetric Fog scroll animation does not work
Does not repro on 2021.3.5f1, 2023.1.0a4
Steps to repro:
1) Open attached project
2) Make sure scene view's Always refresh is enabled
3) Observe that Local Volumetric Fog scrolling animation doesn't work
