[HDRP] Lit Materials with Alpha Blending become white and make surrounding Light Probes flicker when Lighting is turned off
Steps to reproduce:
1. Open user's attached project "Scene View Test.zip"
2. Open "SampleScene"
3. In the Hierarchy window select "Quad" GameObject
4. Turn off the Lighting in the Scene
5. Notice the word "Alpha" on the GameObject become white
7. Notice the flickering Reflection probes
Expected results: Light Probes next to GameObjects with Lit Materials do not reflect anything when Lighting is turned off in the Scene
Actual results: Light Probes next to GameObjects with Lit Materials are Flickering and reflecting a lot of Light when Lighting is turned off in the Scene
Reproducible with: 2019.2.2f1(6.9.1), 2019.3.0a12(7.0.1)
Not reproducible with: 2019.1.14f1(5.16.1)
Note: The Letters with Alpha Blending are red(as expected in Unity 2019.2.0a2f1(6.9.1) and higher) but the Light Probe flickering still exists. Many versions in 2019.2 are braking, therefore its hard to test which exact version is effected
