[HDRP] Lightning artifacts are visible when Compositor is enabled
How to reproduce:
1. Open attached "Compositor Tests.zip" project and Scenes/SampleScene scene
2. Enter the Play mode
3. Move around the Ball and observe the Lightning above it
Expected result: Lightning is rendered properly
Actual result: Sometimes Lightning artifacts are visible
Reproducible with: 10.1.0(2020.2.0b10, 2021.0a3)
Not reproducible with: 10.0.0-preview.27(2020.2.0b10)
Could not test with: 2018.4.28f1, 2019.4.14f1, 2020.1.12f1(could not downgrade the project)
