[HDRP] HDRP Look Dev has no button leading to the documentation
How to reproduce:
1. Create an empty HDRP project
2. Go to Window -> Rendering -> Look Dev
3. Observe the top bar
Expected results: There is a question mark button leading to the documentation
Actual results: There is no button leading to the documentation
Reproducible with: 2021.3.45f1, 2022.3.50f1, 6000.0.23f1
Reproducible on: macOS Sequoia 15.0 (M1)
Not reproducible on: No other environment tested
