[HDRP] HDRP Default Settings has no effect until you open Project settings and click on it
Steps of reproduction:
1) Create a new project. add HDRP
2) Open a new scene
3) Increase directional light intensity to 10000 and add a plane
3) Open HDRP Default settings tab
4) Notice default Bloom and other effects starts working
