[HDRP] Graphics.CopyTexture Error is thrown when disabling Dynamic Resolution
Reproduction steps:
1. Open "Scenes/SampleScene"
2. Press play
3. Select "Main Camera" and disable "Allow Dynamic Resolution"
Expected result: There are no errors
Actual result: A Graphics.CopyTexture error is thrown
Reproducible with: 2021.2.0b4, 2022.1.0a3
Could not test with: 2019.4, 2020.3, 2021.1 (Could not downgrade)
