[HDRP] Global illumination does not work with Light sources when using HDRP Real Time Global illumination
Steps to reproduce:
1. Open user's attached project "2019_2_Test.zip"
2. Open "Test" scene
3. Make sure Auto Generate Lighting is on
4. Notice that there are no point Light reflections on the bottom side of the sphere
Expected results: Realtime Global illumination makes Lights bounce around the scene
Actual results: Realtime Global illumination does no make Light bounce
Reproducible with: 2019.2.0f1(6.9.0), 2019.2.5f1(6.9.0), 2019.3.0b3(7.0.1), 2020.1.0a5(7.1.1)
Not Reproducible with: 2019.1.14f1(5.16.1)
