[HDRP] [Gamecore] Terrain holes don't show up on Scarlett builds
Reproduces on: 2023.1.0a1, 2020.3.36f1
Steps to reproduce:
1) Simply open attached scene and build on Scarlett
2) Observe that holes are not visible in the build
Does not reproduce on Built in or URP
