[HDRP] Game View skybox is half black when enabling and disabling the "Sky and Fog Volume"
How to reproduce:
1. Create a new HDRP project
2. In the hierarchy, select the "Sky and Fog Volume"
3. In the inspector, disable and enable it
4. Observe the Game View
Expected results: The skybox in the Game View is not half black
Actual results: The skybox in the Game View is half black
Reproducible with: 6000.0.12f1
Not reproducible with: 2021.3.40f1, 2022.3.38f1, 6000.0.11f1
Reproducible on: macOS Sonoma 14.5 (M1), Windows 11
Not reproducible on: No other environment tested
Notes:
- FAV might be wrong because the reproduction is inconsistent in older versions, sometimes it is reproducible on older versions

I am facing the same thing, restarting / changing the editor them to light and then back to dark also fixes the issue.
