[HDRP] Entire scene is white after removing Exposure from Post Processing
Steps to reproduce:
1. Create a new template HDRP project
2. Disable Exposure Post-Process effect
Expected results: Scene becomes darker
Actual results: Entire scene is white
Reproduced with: 2020.1.0a9 (7.1.2), 2019.3.0b8 (7.0.1-.7.1.2)
Not reproducible with: 2019.2.10f1(6.9.0-6.9.1)

How to solve it? WTF?! I don't need Auto Exposure, how to fix this f*****g «BY DESIGN»?!

Resolution Note:
The template scene used physical light units which are very high so without exposure it's expected that rendering is white.
