[HDRP] Enabled Terrain causes HDRenderPipeline.TryCull() to spike up on Enable Camera
Steps to reproduce:
1. Open attached project
2. Make sure terrain is disabled
3. Open SampleScene and enable Deep Profiling
4, Enter PlayMode
5. When OnDemand probe is called observe HDRenderPipeline.TryCull() doesn't go above 10ms
6. Enable terrain
7. Wait until OnDemand probe is called again and observe that HDRenderPipeline.TryCull() spikes up to about 40ms
Expected result: Enable Camera should not cause HDRenderPipeline.TryCull() to spike up drastically
Reproduced in: 2021.1.0a6, 2019.4.14f1
HDRP versions reproduced in: 11.0.0, 8.2.0
