[HDRP] Editor throws the "d3d12: CreateGraphicsPipelineState failed." error when switching Graphics API to DX12
How to reproduce:
1. Open the attached project ("New Unity Project.zip)
2. Switch the Graphics API to DX12
3. Observe the Console
Expected result: The Graphics API is switched without any issues
Actual result: HDRP breaks and throws "d3d12: CreateGraphicsPipelineState failed." error
Reproduced with: HDRP version 5.3.1; HDRP version 5.1.0
Not reproducible with: HDRP version 4.9.0 (On the 2018.3.4f1 version);
Couldn't test with: HDRP version 5.0.0; (Throws multiple package errors)
Note: The Editor also occasionally crashes on FillTableUNIConstants when switching the API to DX 12
