[HDRP] Dynamic Resolution Shadow jitters when camera exit the radius of the light
How to reproduce:
1. Open the user-submitted project ("ShadowFlickerRepo.zip")
2. Enter Play Mode and observe the shadows
Expected result: the shadow doesn't jitter when the camera is moving in and out of the radius of the light
Reproduced in: 2019.3.0a6, 2019.2.0b6 (With HDRP version 6.7.0; 6.5.2)
Couldn't test with: 2019.1.7f1, 2018.4.2f1, 2017.4.28f1
