[HDRP] [DX12] SG we provide for grass details in our samples flicker on DX12
Samples in question: Volvo and Unity Terrain - HDRP Demo Scene
Steps to reproduce:
1) Simply open one of the samples above
2) Switch to DX12
3) Move camera around, observe terrain details that use TerrainGrass shader start to flicker
Note: does not repro on details with regular Lit on them
