[HDRP] DRS settings: max screen % not clamped by min screen % value
Version tested: SRP master
Steps to reproduce:
1) Create or open any HDRP project
2) Go to HDRP asset, Dynamic Resolution section
3) Try setting max screen % value bellow the min one
Expected result: max value getting clamped by min value
Actual result: max value can go bellow the min one
Note: min screen % is properly clamped
