[HDRP] Directional Light Surface Texture is flipped horizontally
How to reproduce:
1. Open attached project "U - BUGREPORT.zip"
2. In the Scene window observe the Directional Light Texture
Expected result: Directional Light Texture is not flipped
Actual result: Directional Light Texture is flipped
Reproducible with: 7.7.1 (2019.4.32f1), 10.7.0 (2020.3.24f1), 12.1.0 (2021.2.1f1), 13.1.1 (2022.1.0a16)
