[HDRP] Direct contribution from HDRIs is not taken into the account when baking lighting
Steps to reproduce:
1. Download and open the attached project
2. Open SampleScene
3. Navigate to Lighting Settings and generate lighting
4. Notice, that direct baked light from HDRI is missing
Notes:
- Only affects HDRP. Other render pipelines are not affected.
- Reproduced with HDRP package versions: 7.1.7, 7.1.8, 7.2.0
- Does not reproduce in 2019.3.1f1
