[HDRP] Decreasing spot light's Outer Angle to 1 by dragging its widget handles breaks the light
Version tested: 19.3 + 7.0.1 & 19.2 + 6.7.1
Steps to reproduce:
1) Create a spot light (make sure it points to some 3D object)
2) Grab its Outer Angle widget handle and decrease it to 1
3) Move handle back to >1 value
4) Observe that light stopped working
Expected behavior: should work as in standard or universal
