[HDRP] Decal draw distance is only effective on the default HDRP asset
Version tested: 2019.3.0b6 + 8.0.0 HDRP/Staging
Steps to reproduce:
1) Open attached scene
2) In project settings -> quality make sure that "Low" is selected
3) Select HDRP asset assigned to "Low", tweak Decal Draw Distance
4) Observe that it has no effect. Only default HDRP asset's Draw Distance is effective, regardless the current quality preset
