[HDRP][Cross-Pipeline] HDRP Wizard does not show up when completely empty project is created unless HDRP asset is assigned
Steps to reproduce:
1. Create new project
2. Add HDRP package from package manager
3. Notice that HDRP Wizard does not pop up when package is imported
4. Go to Window -> Rendering -> HDRP Wizard and notice that Wizard option is grayed out
Expected result: HDRP Wizard should not be grayed out when no graphics asset is assgined
Reproduced in: 2021.2.0b3
Not reproduced in: 2021.2.0b2
Workaround: create HDRP asset and assign it manually, then the wizard can be opened up manually.

according to this it was fixed in "12.0.X" however the above test was done in "14.0.11" and it was still an issue.

This issue remains on unity 2022.3.38f1 :(
Only solution was to create the HDRP Asset and assign it
