[HDRP] Clouds are rendered in front of geometry when enabling the Visual Environment component's Background clouds
How to reproduce:
1. Open the user-submitted project
2. Open the Scene "SampleScene" (Assets/Scenes/SampleScene.unity)
3. Inspect the Scene view
Expected result: Clouds are rendered in the background
Actual result: Clouds are rendered in front of the scene's geometry
Reproducible with: 12.0.0 (2021.2.0b14, 2021.2.0b15), 12.1.0 (2021.2.0b16), 13.0.0 (2022.1.0a11, 2022.1.0a12)
Not reproducible with: 12.0.0 (2021.2.0b13, 2022.1.0a10)
Could not test with: 7.7.1 (2019.4.31f1), 10.7.0 (2020.3.20f1), 11.0.0 (2021.1.24f1) (No Background Clouds/Cloud Layer)
