[HDRP] Can't disable last foam generator for water system
Steps to reproduce:
1) Create a new HDRP template
2) Add a water body in it
3) Create two foam generators, make sure renders correctly
4) Try to disable both generators
Observe that last generator always stays, even if the object is disabled/deleted. Water gameobject's foam settings also don't affect it anymore
