[HDRP] Bounce light is not affected by atmospheric attenuation when baking Global Illumination
Reproduction steps:
1. Open the attached project ("Sun GI Test.zip")
2. Open the "OutdoorsScene" scene
3. Open the Game window
Expected result: Light bouncing off the cube is adjusted to the atmosphere color
Actual result: Light bouncing off the cube is white
Reproducible with: HDRP (7.5.1, 12.0.0) 2019.4.24f1, 2020.3.3f1, 2021.1.2f1, 2021.2.0a12
Could not test with: HDRP 4.10.0 (2018.4.32f1, missing features)

Resolution Note:
This issue is by the design of the current baking system.
The workaround will be to have a dedicated setup for like baking which mimics the visual you could get with atmospheric scattering (like a tint of sunlight).
