[HDRP] Bloom quality degradation when camera view is small
Steps to reproduce:
1. Open attached project
2. Open Repro/TestScene.unity and check the game view
3. Observe that the smaller camera in the bottom left has degraded quality of bloom
Expected result: bloom quality should not degrade when camera view is smaller
