[HDRP] Banding issues in a simple scene
Reproduction steps:
1) Download and open project
2) Notice banding like in banding.png
Further investigation:
In HDRP debug Diffuse Lighting mode there is no banding
In HDRP debug Specular Lighting mode banding is present again

Resolution Note:
This can happen with dark values combined with high exposure and is due to internal buffers not having enough precision. In practice in more "real world" scenes, these problems aren't as obvious so we won't (and can't really) change that.
