[HDRP] Baked sky contribution is missing while baking lighting in scene debug views
Steps to reproduce:
1. Download and open SponzaHDRP project
2. Open Sponza and SponzaLightingDay scenes
3. Set SponzaLightingDay scene as active
4. Navigate to Rendering > Lighting and clear baked data
5. Make sure that one of the scene debug views is enabled (Baked Lightmap, Albedo, Directionality, etc.)
6. Make sure that only the scene view is visble (it does not repro if the game view is also visible)
7. Bake lighting
8. Notice that baked sky contribution is missing
Notes:
- Reproduced in: 2019.4.9f1, 2020.1.5f1, 2020.2.0b2
- Affects both CPU and GPU PLM
- Affects only HDRP; other render pipelines are not affected
- No longer reproduces after switching back to the Shaded view and rebaking
- No longer reproduces if both Scene and Game views are visible at the same time
