[HDRP] Artifacts appear in the places of light intersection when there are multiple light sources present
How to reproduce:
1. Open user-submitted project (111111)
2. Inspect the Plane in the Scene view
Expected result: no pixelation/artifacts are present in the scene
Actual result: artifacts are present in the scene
Reproducible with Unity versions: 2018.4.0f1, 2019.1.2f1, 2019.2.0b1, 2019.3.0a2
Could not test with: 2017.4.26f1(HDRP Package incompatible)
Reproducible with package versions: 3.3.0, 6.5.3
Could not test with package versions: 3.0.0(Rendering issues with Linear mode)
