[HDRP] Area Lights are incorrectly culled in Reflections when zoomed in/out in the Scene view
How to reproduce:
1. Open the attached "AreaLightCulled.zip" project
2. Open the "HDRPShowcasePictures" Scene
3. Move around the Scene view (See attached "repro.mp4")
Expected result: Area Lights are correctly culled in Reflections
Actual result: Area Lights are incorrectly culled in Reflections
Reproducible with: 11.0.0 (2021.1.0f1), 12.0.0 (2021.2.0a10)
Could not test with: 10.4.0 and 7.5.3 (Due to errors in packages)

Resolution Note:
By default, analytical lights for ray traced reflections are supported only up to 10m from camera. You can override this by:
1) Add "Global Volume" to the scene (right-click on scene hierarchy, and select Volume => "Global Volume")
2) Click "New" for the volume "Profile"
3) Click "Add Override" => "Ray Tracing" => "Light Cluster (Preview)"
4) check "Camera Cluster Range" and set value higher than 10
