[HDRP] Able to affect directional lights during runtime without the use of HDAdditionalLightData
Steps to reproduce:
1. Open attached project "Bug.zip" and scene "SceneName"
2. Enter Play Mode
3. In Game View, press the Button
4. Observe Game View
Expected result: No changes to the Directional Light's Intensity
Actual result: The Directional Light's Intensity is changed in Game View, but not in the Light Component
Reproducible with: 10.10.1 (2020.3.47f1), 12.1.11 (2021.3.24f1), 14.0.7 (2022.2.17f1), 15.0.5 (2023.1.0b14)
Not reproducible with: 16.0.0 (2023.2.0a1), 16.0.1 (2023.2.0a12)

Resolution Note:
Can not reproduce in 2023.2 and the issue is to low priority to fix in older revision (in case it still there). If this issue is important please reopen for older verison.
