HDR is not applied to the Scene when custom Draw Mode is selected
Reproduction steps:
1. Open the attached “URP Beta.zip“ project
2. Open the “DrawModeSDRBug” scene
3. Observe the Scene window
4. Select “My Draw Mode” in Draw Mode dropdown of Scene window and observe
Expected result: No changes are made
Actual result: HDR is not applied
Reproducible with: 2020.3.47f1, 2021.3.22f1, 2022.2.15f1, 2023.1.0b11, 2023.2.0a10
Reproduced on: macOS Monterey 12.6 (Intel), Windows 11 (by the reporter)
Note: Couldn’t reproduce on HDRP

User-defined Debug Draw Mode, does not support HDR or post-processing. It also requires a replacement shader.
