Handle elements are only drawn when calling Handles.Label first in SceneView.onSceneGUIDelegate
How to reproduce:
1. Open "SampleScene" Scene in the Attached "New Unity Project.zip" Project
2. Click Test > "TestWindow" in the Top Menu
3. Observe the Scene View
Expected Behavior: The red cube is drawn inside the blue cube
Actual Behavior: The red cube is not present in the Scene View
Reproducible with: 2017.4.25f1, 2018.3.12f1, 2019.1.0b10, 2019.2.0a11
Note: In 2019.2 stream the SceneView.onSceneGUIDelegate is deprecated so you have to use SceneView.duringSceneGui
