GUI.Box tooltip does not appear in the Inspector
Steps to reproduce:
1. Open user attached project below ("DragBoxTest")
2. Click on the "Hoden" game object
3. Hower over one of the 'handsomely' green boxes
- At this point, tooltip does not appear
Expected result: a tooltip should appear in the inspector
Reproduced in: 2018.2.0a1, 2018.1.0b3, 2018.1.0a1
Not reproduced in: 2017.3.0p3, 2017.2.1p2
Regression sice: 2018.1.0a1
