Grid align unavailable from Grid Snapping dropdown menu when Tool Handle Rotation is set to Local
How to reproduce:
1. Open any project
2. Set the Tool Handle Rotation to Local
3. Create any GameObject
4. Move the GameObject so that the Transform Position coordinates are misaligned with the grid
5. Try accessing the Grid Snapping dropdown menu to align the GameObject to the selected axis
Expected result: Able to access the Grid Snapping dropdown menu and align to the selected axis
Actual result: Unable to access the Grid Snapping dropdown menu
Reproducible with: 2021.2.0a17, 2021.2.19f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
Not reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.2.0a16
Note: Versions up to 2021.2.0a16 have a Grid and Snap window (Edit > Grid and Snap Settings...) that is able to align selected GameObject to the selected axis
