Graphics.DrawProceduralInstanced isn't called in the Player when building a URP Deferred project
Reproduction steps:
1. Open the attached project “Fast-Surface-Mesh”
2. Enter Play mode
3. Build and Run the project
Expected result: the Player looks like Game view
Actual result: the Player is dark and terrain is not rendered
Reproducible with: 2022.2.8f1
Could not test with: 2020.3.45 (Compiler errors), 2021.3.18f1 (Build failed), 2023.1.0b5, 2023.2.0a5 (Game view is dark)
Reproducible on: macOS 12.4 (Intel)
