Graphic color data is not readable in the shader when writing data to UIVertex.UV2
How to reproduce:
1. Open attached "UIVertex.uv2bug.zip" project
2. Go to Assets -> Scenes folder and open 'SampleScene"
3. Change color of  "ColorFromUV2" object in the Inspector
Expected result: The color is changed
Actual result: The color is not changed
Reproducible: 2018.3.1f1, 2019.1.0a13
Notes:
- Support for 4 UV channels was added in Unity 2018.3.0a6
