Graph Inspector Graph Settings fields are collapsed to the size of the panel even though it can be scrolled
How to reproduce:
1. Create a new URP project
2. Create any Shader Graph
3. Navigate to the Graph Inspector panel and select the "Graph Settings" tab
4. Narrow down the the Graph Inspector panel
5. Observe the fields
Expected results: The fields are not collapsed to match the width of the panel because it can be scrolled
Actual results: The fields are collapsed leaving a lot of empty space which is visible when scrolling
Reproducible with: 2021.3.40f1, 2022.3.38f1, 6000.0.11f1
Reproducible on: macOS 14.5 Sonoma (M1)
Not reproducible on: No other environment tested
Note: In 2021.3 and 2022.3 streams scrolling is not as long as in 6000.0 so there is not as much empty space

We're reviewing our UI/UX implementation and should address this issue in a future version through a larger overhaul.
