[GPU PLM] [Crash] Crash in OpenCLErrorContextCallback after saving and closing on GeForce 1060GTX and AMD GPUs

Progressive Lightmapper

When enabling the GPU Progressive Lightmapper warnings and errors spew to the log. If the user saves during the baking process or after cancelling it Unity will crash.

2. How we can reproduce it using the example you attached
- Open the attached Project
- Open the day time test scene
- Open the light settings pallete
- Enabled the Progressive Lightmapper (GPU)
- Click Generatate to generate the lighting
- Notice that warnings will start to spew to the log and the lightmapper flips back to CPU.
- Save the project
Notice issue >> Crash.

Windows only.
Broken: 2018.3.0b5, 2018.3.0b3

Notes:
- Tested the repo with a simple cube on 8GB Asus Gefore 1070ti Driver 416.16, UNity 2018.3.0b5. The GPU bake works as expected.
- Crash is reproducible on GTX1060 and AMD Vega; not reproducible on GTX1070ti, GTX1070

    I have crash with Unity 2018.3.5f1 and 2019.1.0f2 with GeForce GTX 1070 TI and nvidia driver 425.31

    Crash Same here with 2018.3. latest version in 2018. GTX1060.
    A message occur cant no find valid openGL system.. and gone.

    Issue still persists in 2019.1.0a13 with Gigabyte GeForce GTX 1060 (6GB)
