[GPU PLM] Baked shadow angle is broken in some instances
Steps to reproduce:
1. Download Enter The Room project and open Sequence 04 (Assets > Scenes > Production > NewLighting)
2. Bake the lighting in the scene using GPU lightmapper
3. Notice that the baked shadow from the gas lantern fixture has artifacts
Notes:
- Does not reproduce on CPU lightmapper
- Reproduces with all lighting modes
- Reproduces both with mixed and baked lights
- Reproduces whether progressive updates are enabled or disabled
- Reproduces in: 2019.3.11f1, 2020.1.0b5, 2020.2.0a9
