Going from CursorLockMode.Locked to CursorLockMode.Confined state doesn't unlock cursor in Editor
Steps to reproduce:
1. Download attached project
2. Open "SampleScene" scene and enter play mode
3. Press 'W' key to enable CursorLockMode.Locked
4. Press 'E' key to enable CursorLockMode.Confined
Results: Cursor is still locked if entering Confined state from Locked state
Reproduced with: 2020.1.0a1, 2019.3.0a12, 2019.2.2f1, 2018.4.7f1, 2017.4.32f1
Note:
Not reproducible in Player (Tested in UWP, Standalone - Mac, Windows)
