"Go to previous Keyframe" button/shortcut does not work in the Animation Window
Steps to reproduce:
1. Open the attached project (case_1220385.zip)
2. Select "Test" GameObject
3. Open the Animation Window (Window -> Animation -> Animation)
4. Press the "Go to next Keyframe" button in the top-left (or use the keyboard shortcut "Alt + .")
5. Press the "Go to previous Keyframe" button in the top-left (or use the shortcut "Alt + ,")
Expected: The playhead jumps to the previous Keyframe
Actual: The playhead does not move at all
Reproduced in: 2019.3.0f3, 2019.3.2f1
Not reproducible in: 2017.4.37f1, 2018.4.17f1, 2019.3.0f2, 2020.1.0a23
