Game View is not displayed after setting language pack in Editor
Reproduction steps:
1. Open the Unity Hub and Select Installs
2. Install Unity Editor and Add "日本語"(Japanese) in the Language Pack (preview) from Add modules
3. Create a new project with the just installed Unity Editor
4. Open Edit > Preferences > Languages
5. Change Editor language English to 日本語(Japanese)(Experimental)
6. Restart Unity Editor
7. Check the Unity Editor's Game View
Expected result: Skybox is rendered in Game View
Actual result: Game View has a broken layout and is not rendered

Not reproduced on: 2019.4.38f1, 2020.3.33f1, 2021.3.1f1, 2022.1.0a15
